One of my goals with the game charts and Official rules is not to make a lot of changes and to create a set of stable rules and game charts. That has been true for the history of DYNASTY League Baseball and the new DYNASTY League Baseball 2016 Official Rulebook is no different, but there have been a few minor rule changes and a couple of new rules which are significant.
Many of the rule changes were instituted because of my own personal experience of playing in the Sunday Night Baseball League as well as feedback from other leagues and players. The new 2016 Official rules changes in combination with the just released 8th Edition game charts will help to provide an even more realistic and enjoyable experience for DYNASTY League Baseball players.
(P. 7) HIGH STRESS INNING: Starting with the 7th BFP in any inning, reduce pitchers Endurance rating by (-5).
MC: This is a brand new rule and replicates the increased stress a pitcher is put under during innings in which pitchers make 30 pitches or more in one inning. Endurance ratings are based on pitch count range performance converted to BFP so the rule has been converted to BFP as well.
(P. 7) H&R with 2 out: You can’t put H&R play on with two out.
Limit on H&R: The hit and run play can be put on whenever a runner is on 1st, but only one time per AB.
MC: Rarely is the H&R play put on with 2 outs so this new rule eliminates that option. The new limit on using the H&R only once per AB will help to eliminate unrealistic overuse of the H&R play.
(P. 8) Umpire? “Tired Situation” result injury check: If you roll 514-540 and the pitcher is “tired”, use the yellow situation walk result and then check for injury to pitcher.
MC: This new rule is designed to replicate the increased danger of injuring a pitcher when he is tired. It will also help curtail abuse of pitchers in blow out games.
CONTROL chart injury check: Check for injury to pitcher if pitching with Low ‘reduced” Endurance (Starters on 3 days rest or Relievers pitching in 2nd or 3rd consecutive day of work).
MC: Jamie Hall and I discussed this rule at length and I actually had an alternate rule that was discarded before I came up with this new rule. What I wanted to do with this rule was still let “super relief ace firemen” like Mike Marshall (1974) and Willie Hernandez (1984) pitch a high number of innings and yet restrict modern day “closers” to the number of innings they actually pitched without putting an artificial “use cap” on IP. Ditto with durable starters like like Nolan Ryan (1974) and Wilbur Wood (1972).
So this new rule is a more “organic” solution to overuse of modern day relievers and starters. The reason this new rule works is that pitchers like Marshall, Hernandez, Ryan and Wood all have one thing in common; an “A” Durability rating so they are in a sense bullet proof. Ryan and Wood also have 40 Endurance ratings so they will be less subject to the new Umpire? “Tired Situation” result injury check above.
This rule was also designed in combination with the new 8th Edition game charts and the revised and updated INJURY chart. For example, even if you have a “B” Durability relief pitcher, injuries will now be more frequent, but not exceed 10 days.
One other change that I discussed with Dan Treuden, and is now implemented, is a change to the Endurance rating scale so that modern day starters are no longer eligible for a 40 Endurance rating.
What also just fits is that the injury check comes after a Wild Pitch, Passed Ball or pitch in the dirt which many times is a sign that the pitcher has injured himself.
When I came up with this new rule, it was one of those “a ha moments”. Brilliant!
(P. 9) Required Pitcher Rest Starter:

MC: If you look on page 9 for Required pitcher rest you can see the changes that were made to replicate the increased rest needed even on short starts.
Note: Short and Long relief pitcher’s Endurance rating is reduced to 4 if pitching in 2nd consecutive day and reduced to 1 on 3rd consecutive day of work.
MC: This new rule of having the Endurance rating reduced to 1 on a third consecutive appearance, will more realistically replicate a relief pitcher only being able to make a few pitches on a third consecutive start and will help to prevent a long outing on his third consecutive appearance.
MINOR LEAGUE PHASE
Type of draft: Paired picks.
Number of players selected in this phase: 10
MC: The Minor League draft was increased from 8 to 10 to provide more depth to rosters and to make sure each system has enough depth to cover injuries. I considered 15 Minor League players in the draft which would constitute a 40 man roster, but thought at least for now that would make the Minor League draft a bit too daunting.
The new rules and 8th Edition game chart changes will be phased into DYNASTY League Baseball Online before the start of the MLB 2017 baseball season opening day.
